El artículo de José Monleón hace un repaso histórico de la opresión del pueblo gitano en Occidente desde su llegada al continente europeo. La diáspora gitana (hacia el año 1000) tuvo un recibimiento muy negativo en toda Europa y esta hostilidad se tradujo en una serie de normas discriminatorias que, en muchos casos, llevaron a torturas y muertes.
   Los gitanos forman parte de los pueblos oprimidos que han representado la figura del “otro” a nivel universal. Son muchos los ejemplos que lo demuestran: en la Edad Media, en Francia, los gitanos fueron acusados de practicar magia negra, de ser nómadas, de no tener un oficio conocido y, sobre todo, de ser extranjeros. En Hungría y Rumania fueron utilizados como esclavos; en Alemania se les relacionó con la brujería y fueron víctima de decretos antigitanos. En España, los Reyes Católicos persiguieron a los gitanos por ser nómadas y por no tener oficio reconocido (no se ajustaban al modelo de “español” que querían para su reino).
   Gran parte de la sociedad europea no es consciente de la larga opresión sufrida por el pueblo gitano por dos razones: primera, que la xenofobia continua y, segunda, que los gitanos no han tenido ni los medios ni el poder para contar su historia. Los gitanos se contaban su historia de forma oral, y el cante pudo ser un elemento esencial. El cantaor era una especie de creador y actor al mismo tiempo. Cada una de sus manifestaciones era un acto único donde el sentimiento era muy importante. Hoy en día, los gitanos son aún discriminados en algunos lugares y, en España, aunque tienen los mismos derechos y deberes que el resto de españoles, sigue existiendo un cierto rechazo en ciertos sectores de la sociedad. Este año 2003, el “Día Internacional del Pueblo Rom” fue celebrado con el encendido de un millón de fuegos en las comunidades rom de sesenta países alrededor del planeta. Se pretendía realizar un acto colectivo de solidaridad con el pueblo rom que sirviese, además, de mensaje de paz en estos días inciertos.
En este artículo, Grattan Puxon analiza esta celebración, así como el pasado, el presente y el futuro inmediato del movimiento gitano internacional.

José Monleón's article is an overview of the history of oppression suffered by the Gypsy community in the West from its beginning. The Gypsy Diaspora (dated around 1000 ad) was received with a hostility that translated into a series of discriminatory rules which, in many cases, led to torture and death.
  Romà are part of those oppressed communities which have embodied the figure of the “other” world-wide. Many examples prove this: in France, in the Middle Ages, Gypsies were accused of practising black magic, of being nomadic, of not having a known job and, above all, of being foreigners. In Hungary and Romania they were enslaved; in Germany they were accused of witchery and they were victims of anti Gypsy decrees. In Spain, the Catholic Kings persecuted them because of their nomadism and also because they did not have any of the official jobs (they did not adjust to the model of “Spanish” they wanted for their kingdom).
   A large part of the European society is not aware of the history of oppression suffered by Roma. There are two reasons for this: on the one hand, the fact that racism still persists in our society and, on the other hand, the fact that Gypsies have never had the means or the power to tell their own history. Gypsies transmitted their history orally to each other, and this is where cante (traditional Gipsy singing) plays a key role. The cantor (singer) was a sort of playwright and actor at the same time and each of his performances was a unique and organic act, where feeling was more important than words. Nowadays, Romà are still being discriminated in some places and, in Spain, despite having the same rights and duties as the rest of the Spanish population, they still suffer some rejection by certain sectors of society.

En los últimos años, la discriminación, el odio reflejado en los medios de comunicación y los ataques violentos contra los gitanos se han convertido en una forma de vida en Rumania. Esto hace que incluso los gitanos que han triunfado en la vida sientan vergüenza de sus orígenes y se nieguen a declarar y discutir su identidad.
   El gobierno y los medios de comunicación mantienen un estigma social y hacen que la segregación y la discriminación parezcan actitudes que interesan al estado rumano. El gobierno, después de la etapa comunista, empezó a culpar a la comunidad gitana de los problemas económicos del país para desviar la atención de problemas de corrupción y fraude. Asimismo, los medios de comunicación son claramente hostiles contra los gitanos y manipulan a la opinión pública en su contra.
   Para que haya un cambio es imprescindible la fuerza de la juventud, pero ésta también tiene una actitud hostil y racista, ya que el modelo de educación que recibe se basa en los mismos estereotipos y puntos de vista radicales de sus profesores.
   Para solucionar el problema del estigma social tiene que surgir una cultura basada en los derechos humanos. También se espera que la Unión Europea proporcione alguna ayuda cuando Rumania entre a formar parte de ella. Por tanto, la responsabilidad de combatir el racismo es de la sociedad civil.

In the last few years, discrimination, the discourse of hatred in the media and the acceptance of violent attacks against Gypsies have become a life style in Romania. This fact makes even successful Gypsies feel ashamed of their own origins and refuse to declare or discuss their identity.
   The government and the media perpetuate a social stigma that makes segregation and discrimination appear like attitudes that favour the Romanian state. After the communist era, the government started to blame the romaní community for the country's economic problems and so distracted the media and the population from corruption and fraud. Likewise, the media are openly hostile towards romà and manipulate the public opinion against them.
   Young people's impulse is essential for a change to take place, but their attitude is also hostile and racist, as the model of education they receive is based on the very same stereotypes and radical points of view as those of their teachers.
   In order to solve the problem of the social stigma, a culture of human rights has to emerge, starting with the most outstanding Gypsies acknowledging their origins. The European Union is also expected to provide some help when Romania joins it, although this will take place, at the very least, in 5 years' time. Therefore, the responsibility to fight racism lies in civil society.

La vida de los gitanos australianos se estructura en torno a la familia, con poca relación con otros gitanos o otras personas de origen gadyò. Por el contrario, los gitanos que han llegado de Europa se han integrado en la cultura principal.
   La mayoría de los gitanos están concentrados en grandes ciudades, donde es más fácil encontrar trabajo. Para muchos es difícil adaptarse a las demandas de la sociedad australiana ya que su forma de ganarse la vida en Europa no es útil en Australia. Las ocupaciones más usuales son las de compra y venta de coches usados, la restauración de antigüedades, trabajos de limpieza y hostelería y la música.
   La mayoría de los niños gitanos deja la escuela en primaria y la continuación de sus estudios depende de los padres. Hay pocos adultos que hayan terminado la secundaria y menos aún que tengan una licenciatura. La mayoría de la segunda y tercera generación de gitanos australianos habla inglés como primera lengua, pero los gitanos mayores –aunque no lo usan mucho– todavía hablan y comprenden el romanò .
   Las 12 ONG creadas antes de 1999 han formado un grupo de trabajo y sus objetivos son, entre otros: mejorar la educación, el nivel de vida, desarrollar las comunidades gitanas y mantener relaciones y alianzas con asociaciones y organismos.

The life of Australian romà centers on the family, and they have little relationship with other Gypsies or other people of gadyò origin. In contrast, the romà who came from Europe have integrated into the mainstream culture.
   Most romà concentrate on big cities, where it is easier to find employment. It is difficult for many to adapt themselves to the demands of the Australian society, as their ways of making a living in Europe are not valid here. The most usual occupations are the purchase and sale of used cars, the restoration of antiques, cleaning jobs, hotel businesses and musicians.
   As far as education is concerned, most children leave school after primary school and whether they continue it or not depends on their parents. Few adults have finished secondary school and even fewer have finished a degree. Most second and third generation Australian romà speak English as their first language, but older Gypsies still speak and understand romanò, although they do not use it much.
   The 12 NGO created before 1999 have created a greater group work and their aims are, among others: improving education and living standards, developing the romanè communities and keeping the relationships and alliances with different associations and organisms.

Los gitanos de Canadá mantienen una cultura más tradicional y antigua que los europeos, conservan la estructura familiar de sus antepasados y siguen la religión tradicional gitana, basada en el hinduismo y llamada Romaniya .
   Los romanitchels (unos 20.000) son descendientes de inmigrantes del Reino Unido y hablan un vocabulario formado por palabras en romanò e inglés que no entienden los Vlach de Canadá o de otras partes. Suelen ser trabajadores autónomos y los jóvenes se están graduando en la universidad.
   Hay también nuevas comunidades de inmigrantes como los Romungere , gitanos húngaros y otros que llegaron después de la Segunda Guerra Mundial. Por último están los refugiados checos que, sin duda, se integrarán en la sociedad como lo hicieron sus predecesores.

The Vlach are the largest romà group and they come from the Gypsy slaves in Romania who emancipated in 1865. They speak a dialect of romanò, they are integrated into the majority society and they preserve their traditional culture. They used to be rovers but after the Second World War they settled in villages and cities. The romà in Canada follow an older and more traditional and culture than the European, keep their ancestors' family structure and follow the romaní traditional religion based on Hinduism, called Romaniya. The romanitchels (around 20.000) come from UK immigrants and speak a vocabulary that contains Romanò and English that neither the Vlach in Canada nor the rest can understand. They are usually self-employed and the young generation is graduating in University.
   There are also new communities of immigrants such as the Romungere, Hungarian romà, and others who arrived after the Second World War. Finally, there are Czech refugees who will undoubtedly integrate into society, just like their predecessors did.

La población gitana en España –600.000 según las autoridades, 800.000 según fuentes no gubernamentales– es muy heterogénea, pero tiene un sentimiento de identidad y de un pasado común muy arraigado. Sin embargo, parte importante de la población vive en una situación de marginación y exclusión en diferentes ámbitos de la vida: educación, empleo, vivienda y atención sanitaria.
   En referencia a la educación, las cifras de abandono y absentismo entre la población gitana son muy altas, así como la tasa de analfabetismo entre la población adulta. La falta de educación y de formación junto con las actitudes discriminatorias de que son objeto las comunidades gitanas hace que encontrar empleo sea muy difícil, sobretodo en el caso de las mujeres.
   Respecto a la vivienda, aunque hay una gran variedad de situaciones, todavía existe una parte de la población que vive en condiciones pésimas. El sistema sanitario tampoco es capaz de atender las necesidades específicas de esta comunidad y el ECRI ha pedido a las autoridades españolas que aumenten sus esfuerzos para que los gitanos tengan un mejor acceso a la sanidad. Por último, el gobierno ha creado un programa para mejorar la calidad de vida de los gitanos, facilitar su integración social y promover la solidaridad y el respeto por la cultura gitana. Es esencial que en este plan participen las propias comunidades gitanas.

The Gypsy population in Spain –600.000 according to the authorities, 800.000 according to non-governmental sources– is very heterogeneous, but it preserves a deep-rooted sense of identity and common roots. However, on the whole, a great part of the population lives in a situation of isolation and exclusion in many aspects of their lives: education, employment, housing and health care.
   As to education, despite the government's investments, the figures of drop-outs and absenteeism among the Gypsies are very high, and so is the rate of illiteracy among the adult population. The lack of education and training, together with discriminatory attitudes towards the Gypsy communities, make it very hard for them to find employment, especially in the case of Gypsy women. As far as housing is concerned, although there is a wide variety of situations, a great majority of the population still suffers terrible conditions, and the initiatives taken by the authorities have, in some cases, made their situations of exclusion even worse. Finally, the government has created a programme to improve the quality of life of the Gypsy community, to facilitate their social integration and to promote solidarity and respect for the Gypsy culture. It is essential for the Gypsy communities to take part in this plan.

El artículo escrito por Ignacio R. Mena Cabezas trata sobre la venta ambulante en Andalucía y analiza la posible influencia del evangelismo gitano. Algunos de los procesos de cambio que los gitanos evangélicos han llevado a cabo se ven en los mercadillos, en los que se observan tanto las estrategias económicas tradicionales como el cambio en las formas de vida en relación con la sociedad mayoritaria.
   El evangelismo defiende valores como la austeridad y honestidad en el trabajo, el rigor, el orden o el evitar gastos innecesarios, cosa que afecta a la economía doméstica fomentando una inversión más racional del presupuesto familiar. Desde los setenta la venta ambulante es un comercio profesional, regular, legal y aceptado por el público, y se han establecido rutas y mercados fijos semanales. Esto dio estabilidad en los ingresos, hizo posible las residencias estables y acabó modernizando un campo importante de la economía.
   En Andalucía el censo de mercadillos supera los 800, con unos 45.000 puestos y más de 15.000 familias, la mitad de las cuales son gitanas. El comercio en mercadillos supone casi el 17% del comercio interior andaluz y está totalmente aceptado socialmente y apoyado por los consumidores. Sin embargo, el futuro de los gitanos en los mercadillos está en peligro porque algunas asociaciones piden que se limiten y por el hecho de que cada vez más gadyè acceden a estas ocupaciones.

The article deals with travelling commerce in Andalusia and analises the possible influence of Gypsy evangelism. Some of the changing processes that evangelical Gypsies have carried out can be observed in street markets, where both traditional economic estrategies and the transformation in the ways of life with respect to the majoritary society come together. Evangelism defends values such as austerity, honesty at work, rigour, order and the avoidance of unnecessary expenditures. All this affects home economy and stimulates a more rational and “puritan” investment of the home budget. Travelling commerce has been a professional, regular, legal and consumer-accepted commerce since the 70s, and both routes and weekly fixed markets have been established. This made incomes stable, it also made stable residencies possible and modernised an important economic field.
   In Andalusia, the census of street markets exceeds 800, with around 45.000 jobs and over 15.000 families, half of which are Gypsy. Street commerce means almost 17% of the Andalusian internal commerce and is totally socially accepted and supported by consumers. However, the future of Gypsies in street markets is in danger due to vindicative associations which fight to restrict them and also because of the fact that an increasing number of gadyè are accessing these jobs.

El artículo de Alexandre d'Avec muestra cómo el pueblo gitano, como pueblo minoritario, nunca ha tenido la oportunidad de presentarse a sí mismo mediante imágenes propias y, lo que es aún peor, ha tenido que soportar ver cómo el cine, la televisión y otros medios han dado una imagen totalmente deformada de los gitanos, pero que es la única que mucha gente conoce.
   La mayoría de las imágenes que se han presentado sobre el pueblo gitano son las del folklore: el bandolerismo, las fuertes pasiones o las hechiceras gitanas. El folklore, sin embargo, tiene un lado más constructivo: el que muestra a los gitanos como un pueblo con encanto, bohemio. Esta imagen predispone más favorablemente hacia el pueblo gitano, aunque el cine cae en la contradicción de seguir mostrando a personajes poco claros y de costumbres dudosas.
   Las películas de Emir Kusturica superan estas contradicciones y, a pesar de algunos excesos, presentan una imagen positiva en tono fantástico, están rodadas con diálogos en romanò y han popularizado la música tradicional. Por último, existe un tipo de películas que muestran a los gitanos sin máscaras y que les dan un total protagonismo.

Alexandre D'Avec's article shows how the romanò community, as part of minority communities, has never had the opportunity to present itself through their own images. What is worse, they have had to see how cinema, television and other media have given a totally distorted image, which is the only image many people know.
   Most of the images that have been presented of the romanò community are those of “folklorism”: banditry, unchained passions, female Gypsy enchanters or ancestral and irrational codes. ‘Folklorism', however, has a more constructive side: presenting the romà as people of enchantment, although it shows the contradiction of continuing to present them as ambiguous and dubious characters.
   Emir Kusturica's films, on the other hand, overcome these contradictions and, despite some excesses, show a positive attitude in a fantastic tone. They also include some dialogues in romaní and have popularised traditional music. Finally, there is a type of films that present the romà without masks, which gives them total prominence and offers an image as complete as possible of their daily life, their values and disposition.
