EDITORIAL: La Ceremonía del Río

“Nosotros, los gitanos, hacemos una llamada para conseguir el reconocimiento de nuestro pueblo como nación, una nación que no desea convertirse en estado. Pedimos que se nos reconozca como a integrantes de una nación, y lo hacemos a los que son gitanos y a los que no lo son.”

¡Qué hermosa fue la Ceremonia del Río en Castellar del Vallés, el pasado día 8 de abril!
Unos trescientos gitanos y gitanas, más un autocar que trajo a ochenta niños del Colegio Alcalde Marcet, nos concentramos, a las dos de la tarde, en un recodo del río Ripoll donde era posible atravesarlo sin ninguna dificultad.
De fondo, a través de unos altavoces, sonaban las mejores músicas gitanas mientras todos, niños y jóvenes, adultos y viejos ondeábamos decenas de banderas gitanas traídas expresamente por nuestra Asociación Gitana de Sabadell.
Hasta que se hizo el silencio... y las gitanas empezaron a tirar a las aguas limpias del río pétalos de rosas, de margaritas, de dalias, de azucenas y de violetas, iniciando así un viaje sin pausas por las tierras de Cataluña. Aquellas flores bailarinas que sorteaban piedras, saltaban pequeños desniveles y se detenían en los meandros del río, querían evocar la imagen de nuestro pueblo, pueblo libre, pueblo universal y del mundo, que como el río, nunca pidió permiso a ninguna policía de frontera para pasar de un país a otro. Ese fue el momento alegre, diáfano, en el que los aplausos, los vivas, los besos y los abrazos entre todos proyectaban sobre las aguas, junto a las flores, la más hermosa imagen de convivencia y fraternidad.
Luego vinieron las lágrimas. Los hombres gitanos encendieron sus pequeñas velas de cera y las depositaron suavemente, dolorosamente, en las aguas del río. Ahora se oía el rumor del aire que movía con fuerza las hojas de los árboles cercanos. El silencio se podía cortar con un cuchillo. Aquellas velas eran un homenaje a nuestros muertos, a los que ya se fueron para siempre, pero que curiosos y vigilantes, el día 8 de abril se asomaron tras unos cúmulos blancos que adornaban el cielo para vernos festejar nuestro Día Internacional.
Y evocamos al medio millón de gitanos y gitanas, muchos de ellos ancianos y niños, que la furia ciega y asesina del racismo condenó a las cámaras de gas de los nazis de entonces y de los de ahora. Y rezamos por nuestros hermanos gitanos muertos en la guerra de la antigua Yugoslavia y hoy víctimas inocentes también entre la numerosa población gitana de Irak. Y nuestras banderas, las que momentos antes alegraban la vista aleteando bulliciosas como palomas de paz, cayeron al suelo, mustias, doloridas, ensangrentadas por el recuerdo y la pena que nos mordía rabiosa en las entrañas.
Pero al final las banderas se alzaron. La esperanza venció a la tragedia. El horizonte volvía a aparecer ante nuestros ojos cargado de ilusiones y promesas. Los niños nos devolvieron a la realidad con sus risas y entendimos que la hora de lamernos las heridas había pasado. Que teníamos que reemprender la marcha. Que nos quedaba mucho camino por recorrer y muchas montañas que franquear. Y nos levantamos, recompuesta la figura, ceñida la faja, y con la suave vara de nuestros padres entre las manos.
Y a lo lejos ya, suavemente, imparables, discurrían con las aguas las flores de nuestras ilusiones y las velas de nuestros recuerdos.

Alumbrando el camino de los gitanos. A propósito del "Día Internacional del Publo Rom, por Grattan Puxon
	Este año 2003, el “Día Internacional del Pueblo Rom” fue celebrado con el encendido de un millón de fuegos en las comunidades rom de sesenta países alrededor del planeta. Se pretendía realizar un acto colectivo de solidaridad con el pueblo rom que sirviese, además, de mensaje de paz en estos días inciertos. En este artículo, Grattan Puxon analiza esta celebración, así como el pasado, el presente y el futuro inmediato del movimiento gitano internacional. El Día Internacional del Pueblo Gitano recibió el apoyo de la Unión Romaní Internacional (IRU), del Congreso Nacional Rom (RNC), de la joven Asociación Rom de los Países Escandinavos (CIS), de la Asociación del Pueblo Banjara de la India (ABSS), de la Federación Romaní Transeuropea, del Consejo de Organizaciones y Kumpeniyi Rom de las Américas (SKOKRA) y de cientos de organizaciones y grupos rom de todo el mundo. El proceso de construcción de la Nación Rom empezó en los años sesenta y depende actualmente de las instituciones que se han ido creando: el Congreso Mundial del Pueblo Rom, la aceptación de símbolos como la bandera gitana y el himno, además del Foro Europeo del Pueblo Rom, que se celebrará en un futuro. El próximo Congreso Mundial se celebrará en el 2004, que será el sexto, seguramente en Londres y en él muchos líderes y militantes gitanos estarán luchando por una idea común: la renovación de la unidad dentro del movimiento asociativo internacional gitano. En el presente Día Internacional del Pueblo Gitano (2003), los deseos y demandas siguen siendo los mismos que en el I Congreso Internacional de 1971: ser reconocidos como un pueblo de origen indio y ser considerados como una Nación. En el Congreso Internacional de Praga, se consideró para los gitanos el estatuto de Nación sin territorio. Desde la Unión Romaní Internacional, presidida por Emil Scuka, se han conseguido cosas importantes como la entrevista con Kofi Annan (ONU). Otro paso adelante se dio en Durban, en la Conferencia Mundial Contra el Racismo, donde acudieron unos 60 gitanos alzando su voz en favor de los derechos de los gitanos.
Lighting the way to the Gypsies, Grattan Puxon
	This year 2003, the International Romà Day it was celebrated with the ignition of a million fires in the romà communities of sixty countries around the planet. It try to carry out a collective act of solidarity with the romà people that also serves as message of peace in these uncertain days. In this article, Grattan Puxon analyzes this celebration, as well as the past, the present and the immediate future of the international Gypsy movement. The International Romà Day received the support of the International Romaní Union (IRU), the Rom National Congress (RNC), the young Rom Association of the Scandinavian Countries (CIS), the Association of the Banjara in the India (ABSS), the Transeuropean Romaní Federation, the Council of Organizations and Kumpeniyi Rom of the America (SKOKRA) and hundred of romà organizations and groups from all over the world. The construction process of the Rom Nation began in the sixties and it depends at the moment on the institutions that have been creating: the World Congress of the Romà People, the acceptance of symbols like the Gypsy flag and the hymn, besides the European Forum of the Romà People that will take place in a future. The next World Congress, that it will be the sixth, will take place in the 2004, surely in London and in this meeting many Gypsy leaders and militants will be fighting for a common idea: the renovation of the unit inside the Gypsy international associative movement. In the present International Romà Day (2003), the desires and demands continue being the same ones that in the I International Congress that took place in 1971: to be recognized as a town of Indian origin and to be considered as a Nation. In the International Congress of Prague, it was considered for the Gypsies the statute of Nation without territory. From the International Romaní Union, heading for Emil Scuka, important things have been gotten as the interview with Kofi Annan (UN). Another step ahead is gave in Durban, in the World Conference Against the Racism, where about 60 Gypsies went raising its voice in favour of the rights of the Gypsies.

LA VERGÜENZA DE UN CONTINENTE, por Gary Younge
	La situación de los gitanos en los países de la Europa Central y del Este es el objetivo de la reflexión que hace el periodista Gary Younge, un autor británico que ha analizado las vergonzosas condiciones de vida de los gitanos en los países que se unirán a la Unión Europea en las dos próximas fases de ampliación: en el año 2004 y en el año 2007. El autor argumenta, a través de las experiencias vividas por los testimonios del reportaje y del análisis de los tópicos, que la situación de discriminación de los gitanos únicamente preocupa a los políticos europeos para evitar que los gitanos emigren a los países de occidente y pidan asilo para escapar de una persecución racista que se extiende por todos los ámbitos de la vida diaria, como por ejemplo, la educación, el empleo, la vivienda y las creencias religiosas. Desde las principales instituciones europeas se han puesto diferentes requisitos para la entrada de estos países en la Unión Europea. Las más importantes son las mejoras hacia la comunidad gitana de cada país.
Shame of a continent, Gary Younge
	The situation of the romà in Central and Eastern Europe countries is the object of the reflection of the journalist Gary Younge, a British author who has observed the shame of the living conditions of romà people in the countries that are to join the European Union in the next phases of the enlargement: in 2004 and in 2007. The author arguments, through the lived experiences by the report’s testimonies and the topics’ analysis, that the discriminatory situation of the roma only worries the European politicians to avoid roma from leaving to Occidental countries and this way they could ask asylum to scape of a racist purchase which is extended across all the fields of daily life like education, job, housing and religious beliefs. From the European institutions conditions to the enlargement of those countries to join the Union has been set up. The most important are the betterment of the situation of the roma community of each country.

*EN LA OSCURIDAD: LA SEGREGACIÓN DE LOS ROMÀ* EN LITUANIA, por Egle Kristina Kuèinskaitie**
	Lituania segrega a la población gitana que reside dentro de sus fronteras. La comunidad gitana está segregada en los distintos ámbitos de la vida, pero la autora analiza, principalmente, a la situación que se vive en las escuelas. Desde el Gobierno del país se pidió la matriculación de los niños gitanos en las diferentes escuelas que hay en la ciudad de Vilnius. Existen dos tipos de escuelas en Lituania: las que ofrecen la escolarización en lituano y las que la ofrecen en ruso. Al principio, todas las escuelas negaron la posibilidad de acoger a los niños de la minoría gitana dentro de sus aulas, hasta que la Escuela Número 58, con enseñanza en lengua rusa, aceptó su presencia en el centro escolar. Durante el curso 2000-2001, todavía existía un mínimo de una aula con todos los alumnos gitanos en una población, Eisiskes, donde existe una gran variedad étnica entre sus habitantes. La segregación escolar es una repetición de la segregación existente en el campo de la vivienda. Los gitanos, en gran parte, no tienen su propia casa legalizada. Este hecho, además, ofrece la posibilidad de abusos de autoridad por parte de la policía, cosa que sucede con mucha frecuencia. Toda esta situación es conocida tanto por los políticos, como por los medios de comunicación y la sociedad mayoritaria en general. Por estos motivos, los gitanos tienen miedo y soportan una situación de completa exclusión.
In the darkness: Romà segregation in Lithuania, Egle Kristina Kuèinskaitie
	Lithuania segregates the Gypsy population who live inside its borders. The Gypsy community is segregated in the distinct fields of life and the autor goes close the situation in the schools. From the government the registration of Gypsy children in the different schools in Vilnius was asked. There are two different kinds of schools in Lithuania: in Lithuanian and in Russian. At first, all the schools rejected the possibility of having the ethnic minority children in their classes, until the number 58 school, with Russian training, accepted their presence in the centre. In the 2000-2001 course, yet existed a minimum of one class with all the scholars from the roma community in a town, Eisiskes, where there is a wide ethnical variety among its inhabitants. Scholar segregation is a copy from the segregation in housing. Gypsies, in a major part, don’t have their own house legalized. This fact, moreover, gives the possibility of authority abuses by Police, that happen frequently. All the situation is supported by the cover of politicians, the media and the majority society in general. For these reasons, the roma people are afraid and they resist an exclusin situation.

*LOS ROMÀ* EN TURQUÍA, por Anna Oprisan**
	La autora de este texto, Anna Oprisan, analiza el grupo de gitanos que viven en Turquía. La autora sitúa a este grupo humano explicando la manera para reconocerlos tanto lingüísticamente como geográficamente. También determina las diferencias dialectales entre ellos y la disminución del número total de hablantes de romanò (conocido como kiptice entre los turcos), en un determinado periodo de tiempo. Otros apartados del estudio hablan sobre aspectos como la religión, la identidad de grupo y un conjunto de datos históricos. Se da especial importancia a los aspectos económicos relacionados con el Imperio Otomano, cuando los primeros gitanos entraron en el actual territorio turco. Estos datos se apoyan en diferentes documentos, como una de las obras de Dimitrie Cantemir o otro estudio realizado por Adrian Marsh, que trata sobre el sistema de impuestos en el Imperio Otomano.
The romà in Turkey, Anna Oprisan
	The author of this text, Anna Oprisan, analizes the Gypsy group who lives in Turkey. The author places this studied human group through the manner of recognizing them, linguistically and geographically. She also determinates the dialectal differences and the disminution of the total number of romanò (kiptice, among the Turks) speakers, in a period of time. Other items of the study talk about aspects as religion, group identity and historical data. Specially is given importance to the economical aspects of the Otoman Empire, when the first Gypsies enter in the present Turkish territory. These data are supported by documents as the abstract of one of the plays by Dimitrie Cantemir and other study, this time realized by the author Adrian Marsh that talks about the tax system of the Otoman Empire.

LAS ESCUELAS GUETO DEL SIGLO XXI: Algunas notas para mejorar la educación, por Mª Ángeles Moreno Yus
	Las políticas de construcción de barrios y escuelas que se realizaron durante las décadas de 1970 y 1980 en España dieron como resultado la creación de unos guetos donde han vivido desde entonces las comunidades que sufren la exclusión social. Ante esta situación, las escuelas se enfrentan a una reforma desde su interior, que empieza por los propios profesores. Este artículo de Mª Ángeles Moreno Yus trata sobre la situación de los gitanos y, desde un principio, explica que la comunidad gitana no está formada por un conjunto unitario e igual. Al contrario, los gitanos son diversos pero en el texto se habla únicamente de aquellos que viven en unas condiciones extremas. La marginación y segregación causadas por los barrios que se crearon para diferenciar a las personas han supuesto el alejamiento de la esperanza, de la convivencia y de la igualdad de oportunidades. La autora habla sobre la construcción de una escuela y en una situación económica, política y cultural, que forman un mundo global. Mª Ángeles Moreno ha analizado tres escuelas en una misma ciudad y concluye que en la escuela gueto hay problemas de contenido y de cambio de profesionales que no resisten esta dramática situación.
XXI Century gueto schools: Some notes to improve education, Mª Angeles Moreno Yus
	Edification policies of neighbourhoods and schools that was carried on during the 1970 and 1980 decades in Spain gave as a result some guetos where the communities that suffer social exclusion have lived. Schools are in in front of a reformation from inside, which begins for the teachers. The article by Mª Ángeles Moreno Yus delas about the Gipsy people, and at first the autor explains that the Gipsy community is not a unitary and equal people. On the contrary, Gypsies are distinct but the text only delas with tose that live under extreme conditions. Margination and segregation caused by neighbourhoods that were created to put differences among peoplehave supposed the hope, the convivence and the equal opor-tunities estrangement. The author talks about the build of a school and in an economical, political and cultural situation, that form a global world. Mª Ángeles Moreno has analized three schools in the same town and she concludes that in the gueto school there are content problems and removal of professionals who can’t resist the dramatic situation.

EL AUGE DE LA MÚSICA GITANA. por Joaquín López Bustamante, Andrew Purvis, Fernando Neira y Rafa Botella
	El bloque cultural está formado por cuatro textos que repasan, con forma de reportajes breves, la situación de la música gitana europea. ‘Música gitana para la aldea global’ de Joaquín López Bustamante repasa los distintos grupos y solistas gitanos a lo largo de Europa que tocando música gitana diversifican sus estilos desde el jazz hasta el pop. Para los que no conocen a los máximos representantes de la música romaní europea, este texto nombra a cada uno y los sitúa en un país. El texto del británico Andrew Purvis se titula ‘La música gitana escapa del gueto’. El lector puede comprobar que hasta los ciudadanos de Londres, conocidos por su falta de manifestaciones públicas se reunieron con la alegría de la música gitana en un barrio de clase alta. El concierto sirve como punto de partida para conocer a los músicos gitanos del Este. Los Taraf de Haïdouks son el punto de partida del texto de Fernando Neira. Una banda que en su país es considerada “demasiado gitana” que triunfa allí dónde hace un concierto. ‘Los gitanos que aman la velocidad’ trata de los Taraf, de sus orígenes, de su arte en fiestas familiares y de su objetivo principal: hacer feliz a la gente a través de la música. El último texto, ‘La fanfarria anda suelta’ del valenciano Rafa Botella, analiza la indiferencia de la gente que camina por la calle cuando un músico toca su instrumento, especialmente si el autor es un desconocido.
